SEIU Labor Negotiations Summary

The County of Sonoma and SEIU initiated successor contract negotiations with a productive opening session on October 26, 2022. The bargaining teams worked through ground rules for the bargaining process, which included a timeline to have all substantive proposals on the table and details around employee release time and discussed their respective priorities and interests for the new contract. The current Memorandum of Understanding expires on February 28, 2023.The parties’ next bargaining session is scheduled November 2, 2022.

 

SEIU Labor Negotiations Summary

County and SEIU representatives met Wednesday for the parties’ second bargaining session. The meeting began with Christina Cramer, Human Resources Director, providing an overview of the County’s recruitment process, the County’s Compensation Philosophy, and the classification structure. The County presented the County’s total compensation survey and answered questions.After a caucus, SEIU submitted initial proposals on Article 4 – Union Rights, Article 6 – Employee Rights, Article 7 – Schedules, Hours, and Overtime, and other various interests. County and SEIU representatives met for their third bargaining session on Wednesday, November 9, 2022. The session began with an overview of the county’s fiscal forecast and then spent the balance of the day exchanging substantive proposals. The parties return to the bargaining table November 30, 2022.

SEIU Labor Negotiations Summary

The County of Sonoma and SEIU met for their fifth bargaining session on December 7, 2022. After receiving additional union proposals, the county provided an updated salary survey and its initial economic proposal. The economic proposal provided a three-year term, cost of living adjustments for each year of the contract, market equity adjustments, increased medical contributions, and pension cost share provisions. The County also proposed increased leave accruals for extra help employees. The parties are scheduled to resume negotiations on December 14, 2022.

 

SEIU Labor Negotiations Summary

The County of Sonoma and SEIU met for their sixth bargaining session on December 14, 2022. The session began with the County providing requested costing information for the County’s initial economic proposal. After further discussion, the union provided additional proposals which included their core economic interests. The parties are scheduled to return to the table on December 21, 2022.

 

SEIU Labor Negotiations Summary

The County of Sonoma and SEIU met for their seventh bargaining session on December 21, 2022. The Union and the County passed their final affirmative proposals and the County provided information on remaining fiscal questions. All affirmative proposals from both parties have now been passed. The parties are scheduled to return in the new year on January 4, 2023.

 

SEIU Labor Negotiations Summary

The County of Sonoma and SEIU met for their eighth bargaining session on January 4, 2023. The Union and the County tentatively agreed on four proposals: disciplinary investigations, paycheck deductions, county offered medical plans, and remote response compensation. The County provided a second comprehensive package that included increases to cost of living and medical contributions in addition to exchanging holidays for Juneteenth and Indigenous Peoples Day and increased bilingual premium for fluent bilingual. The parties are scheduled to return on January 11, 2023.

 

SEIU Labor Negotiations Summary

The County of Sonoma and SEIU met for their ninth bargaining session on January 11, 2023. The Union provided the County with six counter responses to proposals. The Union and the County engaged in positive discussion around pending proposals. Additionally, the County provided a preliminary costing sheet comparing the County’s comprehensive economic package and the Unions economic proposals. The parties are scheduled to return on January 18, 2023.

 

SEIU Labor Negotiations Summary

The County of Sonoma and SEIU met for their tenth bargaining session on January 18, 2023. Both parties provided counter responses to proposals and signed two tentative agreements. The Union and the County continued to engage in positive discussion around pending proposals. Additionally, Spencer Keywood, Deputy Human Resources Director presented information on Classification and Salary Administration. The parties are scheduled to return on January 25, 2023.

The County of Sonoma and SEIU met for their eleventh bargaining session on January 25, 2023. Sonoma County Employees’ Retirement Association (SCERA) Chief Executive Officer, Julie Wyne presented on considerations of pension cost-of-living adjustments for future recipients.

The County of Sonoma and representatives of SEIU Local 1021 met for their 13th bargaining session on February 8, 2023. During this session, both parties reached a number of tentative agreements on non-economic issues, provided counter proposals, and engaged in discussions around pending matters.

During this session, the County received a comprehensive package proposal from SEIU, reached a number of tentative agreements on non-economic issues, and engaged in discussions around costing of economic proposals.

The County of Sonoma and representatives of SEIU Local 1021 met for their 15th bargaining session on February 22, 2023. During the session, both parties passed comprehensive package proposals and continued to engage in discussion on open items.

 

Sonoma County SEIU Public Statement

We are grateful for SEIU's professionalism during this round of negotiations. The County has offered substantial economic improvements as part of a fair and competitive labor agreement.  SEIU’s contention that the County is “taking away existing employee benefits” is incomplete. While the County is asking legacy employees to continue and/or marginally increase contributions toward the cost of their future pension benefits, its proposal is part of a comprehensive wage and benefits package that substantially improves terms and conditions of employment for SEIU’s members.

 

Sonoma County SEIU Public Statement

The County and SEIU met for their 16th bargaining session on Wednesday March 1, 2023. The County provided an updated comprehensive proposal and tentatively agreed to increase employees’ boot and shoe allowance.
