The County of Sonoma Department of Health Services (DHS) is pleased to invite you to respond to a Request for Proposals (RFP) for Bridge Housing Site Management and Support Services.

OVERVIEW:

In April 2023, the Sonoma County Department of Health Services, supported by Sonoma County Public Infrastructure, initiated negotiations to lease a vacant, former rehabilitation center at 440 Arrowood Drive, Santa Rosa. The Department plans to utilize this facility to provide “bridge housing” which is intended to address the immediate shelter and treatment needs of people who have serious behavioral health conditions and are experiencing homelessness.  This interim shelter is for individuals experiencing homelessness who have serious behavioral health conditions and/or substance use disorder issues who are willing to receive treatment. A particular focus will be Community Assistance, Recovery, and Empowerment (CARE) Court clients with a court-ordered care plan. CARE Court is aimed at helping those suffering from untreated mental health and substance use disorders that lead to homelessness, incarceration, or worse.

OPTIONAL PRE-BID CONFERENCE:

A non-mandatory virtual pre-bid conference to discuss questions related to this RFP shall be held per the schedule. QUESTIONS:

Proposers will be required to submit any and all questions in writing per the schedule in order for staff to prepare written responses to all proposers. Written answers will be shared with all potential bidders through an addendum on the County’s Supplier Portal and email notification. Questions should be sent via e-mail directly to: DHS-Procurement@sonoma-county.org.

LIVING WAGE:

The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased. Effective January 1, 2024, the living wage rate required under the LWO shall be $18.10 per hour, an increase over the previous $17.65 per hour. The increase was adopted by the County’s Board of Supervisors on December 12, 2023, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
