When an incumbent of a position is on extended leave, or a position becomes vacant and it is necessary to fill the position, the department may request the Human Resources authorize a temporary promotion from a directly related, lower level job class.
In no way should a temporary promotion be intended to delay permanently filling the position. Per Civil Service Rule 8.4, the employee selected to temporarily promote must meet the minimum qualifications of the job class as determined by the Human Resources. Interest in temporary promotional opportunities may be solicited from staff.
