Minutes for May 13 2019

  1. Call to Order: -Chairman Brian Molsberry called to order, the regular meeting of the Mark West Citizens Advisory Council at 6:00pm
    • Roll Call: Councilmembers present: Brian Molsberry, Roni Berg, Brad Sherwood, Pete Lescure
    • Approval of Minutes: ACTION ITEM: On a motion by Council Vice Chair Berg , seconded by Councilmember Sherwood, minutes of the regular MWCAC meeting April 8, 2019 were approved. The motion carried on a voice vote of (4-0).

  3. Public Comments: This time is set aside to receive comments from the public regarding matters of general interest not on the agenda, but related to MWCAC business. Pursuant to the Brown Act, however, the MWCAC cannot consider any issues or take action on any requests during this comment period. Each person is usually granted 3 minutes to speak; time limitations are at the discretion of the Chair. None

  5. Council Member Announcements and Disclosures: Information only- Chairman Brian Molsberry shared with the audience information regarding The Resiliency Day BBQ hosted by Supervisor Gore at the Wells Fargo center. Audience members indicated they had attended and appreciated the work put into the event.

  9. Subcommittee Reports & Discussions -Action if indicated
    • NIFP: Vice Chair Berg: Council Vice Berg report updated information on the issue of utilizing the United Way as a fiscal sponsor for the Mark West Home Owners Association. This will not be needed and therefore the question of surcharges for administration fees will not exist. A document has been sent to Mark West Estates Home Owners Association representative Ellen Beggs, who will sign and return to the Supervisor Gore’s office as soon as possible.
  10. Other Reports Discussion may follow: – Action if indicated
    • Councilmember Sherwood: Review possibility of a joint meeting/discussion with school board. Councilmember Sherwood met with Superintendent Calloway and discussed the joint meeting venture which was agreed to by the Superintendent. He proposed the meeting be held during the regularly scheduled June Advisory Council meeting. The joint meeting would be held from 5-6pm and then the Advisory Council would continue with the regular meeting at 6pm. Some ideas about an agenda were discussed but Chairman Molsberry will work with Superintendent Calloway to create an agenda.
  11. Discussion Items: ACTION ITEMS – Action if indicated
    • Discussion of Supervisor Gore’s email, dated April 18 – Supervisor Gore would like the council to set up a sub-committee that would look to have local property taxes stay local and be used to focus on local neighborhood/community needs. (CSD-Community Service District would manage the funds). For example, a park in the Larkfield Estates area or other ideas. Members of the public are encouraged to also participate on the committee. Willie Lamberson noted that the CSD will be very important as the community moves into the future with increased housing in the area. Also suggested that the CAC look to expanding their influence in the area as well
  12. Future Agenda Items: Potential future projects and suggestions for the next MWCAC meeting.
    • Future planning for Mark West Area. Last plan was in 1978
    • Councilmember Preston: Homes in older neighborhoods have no street lights, People put up their own light poles. Now, with homes being partially built and vacant lots, there could potentially be a problem. The neighborhood should be updated. Hold over as Councilmember Preston was not in attendance
    • Brad suggested that the Block captains would like to speak the next meeting as they are looking at ways to honor and recognize the two year anniversary of the Tubbs Fire with the idea of creating some sort of museum with items donated. Possibly get a location where items can be stored.
    • Revised general plan for 2020 has been postponed

    • There being no other Council business to discuss, on a motion by Councilmember Sherwood seconded by Council Vice Member Berg, the meeting was adjourned at 6:25pm
