Minutes for April 8, 2019

  1. Call to Order:
    • Chairman Brian Molsberry called to order, the regular meeting of the Mark West Citizens Advisory Council at 6:00 pm.
    • Roll Call: Councilmembers present: Brian Molsberry, Roni Berg, Tim Preston, Brad Sherwood. Pete Lescure
    • Approval of Minutes: On a motion by Councilmember Preston, seconded by Council Vice Chair Berg, minutes of the regular MWCAC meeting, March 11, 2019, were approved. The motion carried on a voice vote (4-0).
  2. Ex parte Communications: None
  3. Public Comments on Non Agenda Items: None. This time is set aside for comments from the public regarding matters of general Interest, not on the agenda, but related to MWCAC business. Pursuant to the Brown Act, how ever, the MWCAC cannot consider any issues or take action on any requests during this comment period. Each person is usually granted three minutes to speak; time limitations are at the discretion of the Chair.

  5. Council Member Announcements and Disclosures, Information only:
    • Councilmember Lescure: Reminded the Council that Public Works Director Johannes Hovertz’s 85th percentile traffic speed is typically used to set speed limits which would likely not support a speed reduction on Old Redwood Hwy. That’s why Lescure had presented another set of Cal Trans criteria to Public Works, which shows that Old Redwood Hwy, from Mark West School to Mark West Springs Rd. qualifies for a 25 mph speed limit.
      More recently he was informed of California Assembly Bill 2363 that established the Zero Fatalities Task Force to be fully appointed by July 2019. He will draft a letter and present it to the council for approval and signature to send to the task force to support their efforts and learn if there is grant money or other means to help change our four lanes of traffic.

      He would propose as part of a traffic calming plan to develop street landscaping to include stormwater mitigation features which could be sold to land developers as credits on the same basis as wetlands mitigation banks now operate.

  8. Subcommittee Reports and Following Discussions:
    • NIFP Report, Council Vice Berg: The first application, approved by the Council, that of the Mark West Home Owners Association (MWHOA), is still waiting for County Council to complete the contract. United Way (fiscal sponsor) needs to sign to receive the pass-through funds for the (MWHOA) application. The legal contract was scheduled to be completed 3 weeks ago. Supervisor Gore’s office expects it to be completed any day now. Funding for the second approved applica- tion, that of Community Soils Foundation, is making its way through review by Transportation & Public Works and County Council. We anticipate it will be on the agenda for the BOS's approval —May 14th.
      Councilmember Preston wondered if United Way would be taking a surcharge for administration fees from the pass-through funds? They are typically 8%-10%. And if so, would they take them from the approved funds, charge the NIFP funds or waive fees? Council Vice Chair will check with Gore’s office and report next month.
    • Rebuild Update, Councilmember Sherwood: Getting mail is still a challenge. Going to put a bulletin board on former MW Preschool site. They foresee it possibly morphing into something cool, maybe with benches, perhaps a community gathering place.
      Block captains are putting together a two year community report. It will contain a summary of all homes, built and in process, successes and challenges. This came out of block captains throughout the state.
      Wednesday, an assessor from the water agency gave an update on policy and regulations, taxes etc.
      Trees are starting to go in the ground, a project of the Larkfield Resiliency Fund. The homeowners take their vouchers to the Urban Tree Farm. The homeowners would prefer that the new fence not become a bill board for signs, except for those who helped build it. So they are removing the signs and returning them to the businesses.
      The big thing is definitely getting publicity for the bulletin board. People are not forgetting Wikiup.
      Councilmember Lescure mentioned that the Engineering Contractor’s Association (ECA) might do the pre-school site construction work pro bono.
  9. Other Reports (Discussion may follow) and/or Council Discussions: Action if indicated. a) Discussion on a substitute secretary for May: The secretary, Aggie, will not be available for May meeting. Council Chair Molsberry will talk to Marnie Cameron or Doug Williams about taking minutes for that meeting.
  10. Future agenda Items: Potential projects and suggestions for the next (or future) MWCAC meetings.
    • Future planning for Mark West Area. Last plan was in 1978.
    • Councilmember Preston: Homes in older neighborhoods have no street lights, People put up their own light poles. Now, with homes being partially built and vacant lots, there could poten- tially be a problem. The neighborhood should be updated. Suggestions: talk to public works and/or write to Jen Mendoza, assistant to Supervisor Gore. Councilmember Preston will follow up on it.
    • Councilmember Sherwood suggested a joint meeting with school board, for a joint discussion. He will check in with School District Superintendent Calloway for possibilities.
