Supervisor Hopkins will administer the Oath of Office for Brian Andriola who has been appointed to complete the term vacated by Alice Teeter. - County Report
Supervisor Lynda Hopkins will give updates from the County, including wastewater solutions, the Oak Woodland Ordinance, and Tree Protection Ordinance. - Presentation on Lower Russian River Governance Study Draft Solutions Report
Matthew Newman of Blue Sky Consulting will provide an overview of the draft Governance Study Solutions report, answer questions and take feedback. Alyssa Hamilton, Health Information Specialist, Public Health Division, Department of Health Services,Sonoma County will provide an overview of a proposed update to the County’s existing Tobacco Retail License (TRL).
The revisions would bring the original TRL up-to-date with recent policies passed by the state (CA flavor ban being key) and local jurisdictions within Sonoma County in order to ensure parity and to have the strongest provisions in place that are proven to deter youth use and initiation of tobacco.
Among the updates are to increase the existing minimum price from $7 to $10 per pack, set a pack size limit, not allow consumer discounts/coupons to be redeemed or offered by retailers, restrict retailers from offering tobacco for sale on-line for delivery, and disallow the sale of electronic cigarettes due to their popularity with youth and their negative impact on the environment. At the January, 2024 meeting, a Chair and Vice Chair will be elected by the MAC to serve for one year. TheChair shall preside at all meetings of the River MAC and call for special meetings. In the Chair's absence, the Vice Chair shall assume the Chair's responsibilities. - Public Comments On Matters not listed on the agenda

Open Meetings: Except as expressly authorized under the Ralph M. Brown Act (the State’s local agency open meeting law), all meetings of the River Municipal Advisory Council are open to attendance by interested members of the public.
Agenda Comments: The Chair will invite public comment for agenda items as they are taken up by the Committee. If you wish to speak, you may do so upon receiving recognition by the Chair. Please state your name and limit your comments to the agenda item under discussion. Speakers are limited to three minutes each; available time for comments is determined by the Committee Chair based on agenda scheduling demand and total number of speakers.
Public Comments on Items not on the Agenda: At any Regular Meeting, any member of the public may address the Committee on a matter not listed on the agenda as long as the subject matter is within the jurisdiction of the Committee. If you wish to speak, you may do so upon recognition by the Committee Chair. While members of the public are welcome to address the Committee, under the Brown Act open meeting laws, Committee members may not deliberate or take action on items not on the agenda. Speakers are limited to two minutes each; available time for comments is determined by the Committee Chair based on agenda scheduling demands and total number of speakers.
