Medi-Cal & County Medical Services Program
ADVISORY:
It is free to apply for or renew Medi-Cal coverage. County staff are the only ones who are able to process your request and there is no charge to do so.
If you receive any phone calls from individuals seeking payment in exchange for processing your request, do not give them your information.

Medi-Cal
Medi-Cal benefits offer free or low-cost medical and dental services to eligible residents. It is California’s Medicaid program.
The County Medical Services Program (CMSP) is a county-funded program that provides temporary health care coverage for eligible residents.
When you apply with the county for health care coverage, staff will check your eligibility for coverage.
California Executive Order N-29-20, which protected Medi-Cal recipients from discontinuance or negative actions during the public health emergency is no longer in effect as of March 31st, 2023. Renewal requirements resume for beneficiaries beginning June 2023. Please open all mail from the county and return requested items to expedite the review of your case
To submit documents for your Medi-Cal or CMSP case, you can:
- Upload your documents online at MyBenefitsCalwin.org or CoveredCA.com
- Fax them to our office at 707-565-2929
- Mail them in using the pre-paid postage envelope
- Drop them in our drop boxes available at our offices at 2550 Paulin Drive in Santa Rosa or 5350 Old Redwood Highway Ste 100 in Petaluma
- Return them in person.
Who May Be Eligible for Medi-Cal
Low-income adults, families with children, seniors, persons with disabilities, pregnant women, children in foster care and former foster youth up to age 26.
County Medical Services Program
If you are ineligible for Medi-Cal, you may be able to get time-limited health care benefits through the County Medical Services Program (CMSP). Apply for up to six months of coverage, which may then be renewed. Coverage is for a limited amount of medical care visits, testing and prescriptions.
Who May Be Eligible for CMSP?
Low- or no-income adults, ages 21 and 64, who are legal residents, or undocumented persons and not eligible for Medi-Cal, Covered California or Medicare.
