  1. Call to Order – Mission Statement – Introductions – Jones
    Meeting called to order at 5.46PM.
  2. Approval of the February 27, 2018 Agenda – Jones
    1. Due to Brown Act requirements, only changing the order of, or deletion of items may be allowed. New items may not be added.  
    Motion to approve the 2-27-18 Agenda

    Second: Commissioner Kerosky        Absent: 6         Abstained: 1

    Commissioners Basler, Bjorkquist, McHale, Patterson, and Rodriguez were absent. Commissioner Judkins on a leave of absence. Commissioner Jones abstained as Chair.

  3. Approval of the January 29, 2018 Draft Minutes – Jones

    Commissioners Basler, Bjorkquist, McHale, Patterson, and Rodriguez were absent. Commissioner Judkins on a leave of absence. Commissioner Kerosky abstained due to absence. Commissioner Jones abstained as Chair.

    The motion passed.

    • No members of the public addressed the Commission.
  5. Regular Calendar – Jones
    1. Follow-Up to January Forum on Petaluma Housing Crunch – Jones, Ross – 7 Minutes   


      Discussion on next steps following the January 29, 2018 forum on the housing crunch in Petaluma. Consensus was a future agenda item was needed that specifically focused on the issue of homelessness due to the complexity of the issue. No action was taken.

    2. Educational Forum at Springs Community Hall, Sonoma Valley – Smith, Sapper, Patterson, Jones – 15 Minutes

      Commissioner Smith outlined a potential public forum on education to be held in the 1st District on March 28, 2018. Press release needs to be reviewed by Outreach and sent out within the next week. School district staff and trustees will be invited. The meeting will be held at the Sonoma Springs Community Hall located at 18627 CA-12, Sonoma, CA 95476. Translation services will be provided.

      Following an abbreviated business meeting, there will be a public forum with speakers addressing:

      • Civil Rights Protections in Schools
      • Restorative Justice
      • Educational Achievement
      • Special Education
       

      Motion to change the date and location of the March meeting to Wednesday, March 28, 2018 at the Sonoma Springs Community Hall located at 18627 CA-12, Sonoma, CA 95476

      Motion to approve an expenditure up to $600 from Outreach funds to cover the anticipated costs listed above.

    3. Future Public Forum Topics – Jones, Estrin, Kerosky, Meraz – 7 Minutes   
      Commissioners discussed potentially holding a public forum in May 2018 in the 5th District. Commissioner Estrin to look into the availability of a venue for potential dates of May 21, 23, or 30 and report back at March meeting. No action was taken.
    4. Request for Authorization to Participate in Fundraising Activities – Jones, Outreach Committee – 10 Minutes
      Commissioners to review documentation to support a request to the Board of Supervisors for authorization to raise funds to launch the Safe Sonoma County campaign and report back to the Chair with feedback by March 10. No action was taken.
    5. Administrative Report – Jones, Staff – 2 Minutes
      Staff discussed tabling opportunities for 2018. Commissioner Meraz proposed sharing a booth with the Commission on the Status of Women at the Santa Rosa Wednesday Night Market, with CHR paying the associated fee.
  6. Ad Hoc Committees & Liaison Updates – Jones – 15 Minutes
    • Immigrants’ Rights – Kerosky, Cervantes, Estrin, Meraz, Rodriguez
    • Independent Office of Law Enforcement Review & Outreach (IOLERO) – Cervantes, Meraz – report attached to minutes.
    • Homelessness in Sonoma County – Kalia, Bjorkquist – Kalia reported on upcoming annual homeless count.
    • Junior Commissioner Project – Smith, McHale, Rodriguez – Smith reported Juniors are collaborating with Petaluma Moms Demand Action for gun legislation rally at Courthouse Square. Social media campaign in support of March 14 walkout.
    • Legislative Affairs – Patterson, Basler
    • LGBTQI Task Force – Jones, McHale, Meraz
    • Outreach – Estrin, Kalia, Ross, Sapper – need to meet to discuss Facebook policy, updating brochures, completing resource page.
    • People with Disabilities – Basler, Sapper
    • Sonoma County Racial Justice – Liaison – Smith
    • Volunteer Coordinator – Bjorkquist, McHale
