Election Administration Plan

Introduction

Before a county is legally permitted to conduct elections under the Voter's Choice Act (VCA) election model, California Elections Code Section 4005(a)(10) requires the county elections official to produce an Election Administration Plan (EAP). After going through a couple of stages of soliciting public feedback and making revisions, the plan is submitted to the California Secretary of State (SOS) for final approval. The Sonoma County Registrar of Voters (ROV) Office began drafting its EAP in spring of 2021 and the SOS approved it in December 2021. Beginning in 2022, all elections in Sonoma County have been held under the VCA election model.

California Elections Code Section 4005(a)(10)(G) requires new "VCA counties" to evaluate the success of the transition to the new election model and produce a revised EAP within two years. December 2023 will mark two years since Sonoma County's original EAP was approved by the SOS. As a result, the ROV began the process of revising its EAP in spring of 2023. From May 2023 to July 2023, the ROV held six meetings and a 14-day comment period to give the public the opportunity to provide input on the plan. That feedback was reviewed and incorporated into a second revised version of the 2023 EAP, which was uploaded to this page on August 7, 2023. The ROV then held another 14-day public comment period, after which some final minor edits were made. The 2023 EAP was sent to the SOS on September 5, 2023, and the SOS formally approved it on September 14, 2023 (download or view the approval letter [PDF]). Sonoma County's EAP will not need to undergo a similar reevaluation and revisement process until 2027.
