Minutes for November 12 2018

  1. Call to Order:
    • Chairman Brian Molsberry called to order, the regular meeting of the Mark West Citizens Advisory Council at 6:00 pm. Councilmember Lescure motioned, seconded by Vice Chair Berg, to remove presentations by Cecily Condon, Airport Area Specific Plan and Tom Billeter, BC Engineering, regarding 1100 Wikiup Dr. from the agenda. The motion was passed on a voice vote (4-0).
    • Roll Call: i) Councilmembers present: Brian Molsberry, Roni Berg, Pete Lescure, Brad Sherwood ii) Councilmembers absent: Tim Preston
    • Approval of Minutes: On a motion by Councilmember Sherwood, seconded by Council Vice Chair Berg, minutes of the regular MWCAC meeting, September 10, 2018, were approved. The motion carried on a voice vote, (4-0).
  2. Ex parte Communications:
    • Councilmember Lescure reported that he met with Jennifer Barrett and Lois Fisher, Fisher Town Designs and discussed future projects and traffic calming. She has a lot of knowledge and resources.
  3. Public Comments on Non Agenda Items: This time is set aside to receive comments from the public regarding matters of general interest, not on the agenda but related to MWCAC business. Pursuant to the Brown Act, however, the MWCAC cannot consider any issues or take action on any requests during this comment period. Each person is usually granted 3 minutes to speak; time limitations are at the discretion of the Chair.
    • Rick Hall: Acknowledged that 2018 was tough, 2019 would be better with the Council influence. He requests they advise the Board of Supervisors (BOS) about the Wikiup Commons project: restoration of the creek, set up of educational program, open space, bridge and safe walkways. He complemented Councilmembers Berg and Lescure on the work they did on the Neighborhood Funds. He also stated that the system is somewhat flawed, stalled by bureaucratic problems.
    • Willie Lamberson commented that Johannes Hoevertsz, head of TPW talked about a hybrid light in front of Molsberry’s. Maybe the council could write a letter to get things going.
    • Aggie will add the discussion to next month’s agenda.
  4. Correspondence:
    • Council Vice Chair Berg stated that she had been corresponding with Jen Mendoza, at Supervisor Gore’s office concerning Rick Hall’s concerns of County bureaucracy with regard to the dissemination of franchise fee funds for their Neighborhood Improvement Funding Program (NIFP) application. She explained that with this first MWCAC formal request the County decided to include specifics of the NIFP in the Council’s Blue Book plus setup the long term administrative logistics for issuing said funds. The funds have been officially approved by the BOS and the other pieces are well on their way. She assured everyone she is monitoring the situation closely.

  7. Presentations: Other than Referrals from PRMD
    • Kristin Maharg Suarez, Program Director, Community Soil Foundation, a non-profit, founded by Community Soil.
      They are in their fourth year, planting at Maddux Ranch, partnering with MW Elementary and Charter Schools. They have weekly garden based education classes for 350 students.
      Their original purpose was to repeat the school project throughout the county. They grow food for the community, food banks and to sell at farm stands. They are exploring the possibility of selling it at Molsberry Market.
      The foundation served the families with burned lots, helping with contamination and erosion control. Started program called healthy habitat.
      They are currently cleaning up and trail blazing thru the five acres of plum orchard at the park.
      Their latest project is with Wikiup Commons, providing conceptual designs for the15 acre site being discussed as a possible open space/park.
      The foundation would like to participate in the Neighborhood Improvement Program.
      Possibilities would be bike stations, garden, such as benches at places like Molsberry Market, the hospital, or a pedestrian bridge. Hoping for a future relationship with the Council.
      May start smaller gardens in Riebli and San Miguel schools.
      Discussion Followed:
      Councilmember Sherwood felt it would be a great opportunity for this community to get 16 acres of free land and secure the park, bridge, and have support for future upkeep.
      He suggested speaking to Bert Whitaker about parks and cost solutions that were explored.
      Councilmember Sherwood will draft a letter for the Council to send to the BOS.
      Community meeting on 12/13, at San Miguel School, 5;30 pm. Community Soil Foundation will present concerning Wikiup Commons Park.
      Willie Lamberson will also present to the Council concerning Wikiup Commons.
