The FY 2019-2020 Homeless Services competitive funding cycle will include four (4) one-time funding sources.

• State Homeless Emergency Aid Program (HEAP)
• California Emergency Solutions & Housing Program (CESH)
• Sonoma Valley Homeless Initiative Funding
• Partnership HealthPlan of California Housing Innovation Grants

The first of these sources, the Homeless Emergency Aid Program, may be used for capital improvements serving homeless persons. All capital improvements require the jurisdiction in which the project is located to pass an emergency “shelter crisis” declaration. The required resolution format is posted below. An application addendum will be required for HEAP Capital Projects.
