Approval of Minutes

  • There was a quorum of the MHB membership.  Minutes from the October 19, 2021 MH Board were approved.  Betzy Chavez motioned and Bob Cobb seconded.

Consumer Affairs

  • Kate Roberge presented shared about Mental Health Oriented Recovery language. Kate has been working as a peer for about 30 years. Kate shared a language document distinguishing the difference between Medical Model Language vs Recovery Model Language. The document will be posted on the Mental Health Board website.

Special Presentation:

Behavioral Health Director’s Report/hbh Fiscal Update/Mental Health System:  Bill Carter or DesigneeSonoma County’s Mental Health Services Act [MHSA] newsletter is available at the link http://www.sonoma-county.org/health/about/pdf/mhsa/ 

  • Department of Health Services Director withdrew from consideration citing his concern regarding the treatment of Black leaders in Sonoma County.   We are waiting to hear from the Board of Supervisors regarding next steps for resuming the recruitment.
  • CAL-Aim is a very broad and deep reform of the Medi-Cal system. It will have a fairly significant impact on Mental Health and Substance Use Disorder Services system. The changes will take place beginning in January 2022 through 2027.  The BH Division should offer ongoing updates regarding its impacts.
  • The PHF (Psychiatric Health Facility) contract is scheduled to go before the Board of Supervisors in December with an opening date in January. The only potential delay would be the difficulties hiring staff for the positions required. The labor market is tough right now and difficult to hire in the medical fields.
  • MHSA Oversight Accountability Grants- the Mental Health Student Services Act went before the Board and we expect it to move forward now. It was a project DHS submitted on behalf of the Sonoma County Office of Education to provide enhanced mental health services on school campuses and to create a liaison with the Behavioral Health Division. The project will help students with higher levels of need access services through the standard county programs.
  • The Board of Supervisors announced that it will appoint the Measure O Oversight Committee at the December 14th board meeting.  The calendar is subject to change so check it regularly.
  • Progress on the Jail Diversion Project. This project relies on two funding sources to purchase a property; one is a grant from the California Health Facilities Financing Authority (CHFFA), which will purchase and remodel a facility.  We will utilize MHSA Innovation funds to support a Peer-led program at the facility, which will require approval of Mental Health Services Oversight and Accountability Commission. One barrier has been finding an appropriate property, we believe we have found it and can now move the process forward.

  • Matt Cottrell (they/them) representing PEERS. Welcome to the Mental Health Board meeting. Matti shared services happening at the SRJC and discussed what the PEER coalition program is.

Mental Health Board Appreciation:

  • Bill Carter, Behavioral Health Director for his wonderful service to the County. Wonderful words of appreciation were shared from the Mental Health Board and the community.

MHB Chair’s Report:

  • Data Notebook discussion to be held December 1st during the MHB Executive meeting. Board attendance is strongly encouraged.  

Board and Public Comments/Concerns/Accomplishments:

  • Chair Kathy Smith discussed the recent article in the Press Democrat newspaper regarding people of color not seeing our county as a good place to work. The Behavioral Health system was mentioned in relation to a person seeking therapy said “I don’t want to work with her, she’s black.” The comment was very racist and hurtful however, would a therapist want to work with a client/person who doesn’t want to work with him/her? This is a difficult situation to address as it comes down to client rights vs therapist/staff rights. This situation brought to the forefront the difficulty Sonoma County has with hiring persons of color into positions.
