  1. CALL TO ORDER - MISSION STATEMENT - INTRODUCTIONS - PHILLIPS
    Meeting called to order by Chair Phillips at 5.33PM. Spanish translation services were provided to members of the public by Oscar Cano, Managing Partner of The Grey Highlander Corporation.
  2. APPROVAL OF THE AUGUST 24, 2021 AGENDA - PHILLIPS  
    Motion: Commissioner Madrigal
    Second: Commissioner Reynoza
    Ayes: 5 Noes: 0
    Commissioner Sapper, Paulina Lopez, Garcia were absent. Chair Phillips abstained as Chair.
    Motion passed.
  3. APPROVAL OF THE JULY 27, 2021 MINUTES - PHILLIPS
    No minutes were available for approval.
  4. OPENINGS & APPOINTMENTS - PHILLIPS  
    The Chair reported there were five openings – two in the First District, one in the Third District, one in the Fourth District, and one in the Fifth District.
  5. PUBLIC COMMENT ON NON-AGENDIZED ITEMS - PHILLIPS
    • Almas Representative, Renee Saucedo, asked the BOS to support dignity health and safety for immigrants of our community. BOS should ask Congress and President for a path to citizenship.
    • Anibel Garcia from Central of Graton Labor that support vine workers had 5 petitions which are needing language interpreters; bathrooms to be cleaned more then 1x week and the movement of bathrooms around the County; needing extra pay when working during a disaster; fresh water that is cool; needing extra pay for those employees who work outdoors in bad air quality. Immigration reform for all labor workers. Almas group is also requesting support for SB321 for housekeepers.
  6. REGULAR CALENDAR - PHILLIPS
    Discussion and possible action on items below
    1. Commissioner Sapper's presentation to be moved to September - PHILLIPS
      Cancelled due to Sapper’s absence.
    2. Outreach to other Humanitarian Groups - ESCALANTE
      Commissioner Escalante voiced her interest in inviting more PI indigenous groups. No action was taken on this item.
    3. Ad hoc and Standing Committees - BURCINA
      Commissioner Burcina updated the commission on the CHR Jr Commission Ad Hoc. The CHR Jr Commission Ad Hoc have newcomers and returning commissioners from previous years that have not aged out. CHR Commissioners are invited to a meet and greet this Friday, August 27, 2021 at 6pm. No action was taken on this item.
    4. Community Service Spotlight - ESCALANTE
      Incoming Commission Vice-Chair Elizabeth Escalante read aloud the resolution honoring Isocare created by Dr. Lossy. The resolution recognized Dr. Lossy for assembling groups of volunteers that were bilingual in order to reach to a large group of vulnerable residents.

  7. ADDITIONAL AGENDA ITEMS FOR THE NEXT COMMISSION MEETING - PHILLIPS
    1. Commissioner Isabel Lopez would like to support Almas and create a resolution.
    2. Vice-Chair Escalante is proposing to reschedule Sapper’s presentation
    3. Vice-Chair Escalante will provide project updates
