Approval of August 14, 2018 Minutes

  • R. Safreno announced misspelling of flea in Auditorium and Building, Status 08-01-04, Santa Rosa Operator Report.
  • J. Uniack made motion to approve with adjustments with S. Kemmerle seconding.

    • Ronda Ross-Leen thanked Veteran’s Advisory Committee for being in attendance.

    Old Business:

    • Veterans Use Policy approved by Board of Supervisors
      • T. Leen confirmed Veterans Use Policy approved by Board of Supervisors.
    • Survey Results
      • T. Leen shared results from survey and announced only eight veterans responded. Confirmed Brianne McClure currently working on new survey.

    • Sebastopol: A. Wilson announced Sebastopol Veterans Memorial Hall will act as polling station for election. Confirmed changing lights and ensuring night lights active. Upcoming Veterans Day breakfast on November 11, 2018 with screen filming event day prior. Continued efforts for clearing out for additional space.

    Santa Rosa Operator Report

    L. Nuñez asked about west side of building for ADA improvements. L. Redfield confirmed corrections being conducted to previous contractor work. L. Nuñez stated events are leaving behind nails and screws. L. Redfield announced sweeps being conducted using magnet on a pole picking to pick up them up in parking lot.  L. Nuñez requested kitchen and exterior paint improvements

    F. Miller commended efforts made by Sebastopol Center for the Arts. Described needed trimming adjustments for office door. Expressed concern for necessity of improving conditions of veteran’s buildings

    Cloverdale Operator Report  Cloverdale building is in good condition. Recently completed winter cleanup. Current rise in activity for rentals and utilization of charging stations.  Announced veterans groups utilizing building setup and take down for events and pay fee for janitorial service after evented. Discussed needing to hire janitorial service for cleaning the building floors.  Obtained an additional trophy station. Implemented flag drop station for retiring American flags. Discussed participation of Citrus Fair and the utilization of the building’s parking lot. Revealed newly introduced Family Night. A. Delsid on behalf of G. Marcinkowski

    Bookings
    • Booking Procedures
      a. Ronda Ross-Leen recommended having booking staff onsite to increase bookings. Suggested improvements to the website by increased visuals to entice further bookings.
      b. T. Leen requested committee members include setup and tear down times for booking reservations. Reminded staff that they can book events three years in advance.
      
    By-Laws 
    • Discuss revisions to by laws
      a.  T. Leen announced change in resolution by Board of Supervisors will be included in by-laws. Additional change will include instances of vacancies in the committee going to BOS. List of changes will be disseminated to committee and be available for public viewing.
      b. T. Leen stated upcoming discussion during February 5, 2019 meeting to change agenda dissemination from ten days to 72 hours. Dissemination was previously set at ten days due to documentation delivered hardcopy by mail.
      
    Meeting Minutes Review and Newsletter

    Capital Projects Update - Keith Lew 
    • Sonoma: Announced kitchen project is still in progress and on time with completion date. Confirmed he will look into completion of pathway for Veterans Day.
    • Petaluma: Kitchen is complete.
    • Guerneville: HVAC portion complete for smaller rooms. County awaiting funds to install air conditioning in auditorium and working with County Administrators Office to secure additional funding. J. Uniack expressed concern over lack of funding and discussed significance of auditorium air conditioning and its high priority over smaller rooms. J. Uniack expressed concern toward the usability of the building during hot days and his disapproval for project’s length of completion. K. Lew confirmed County is searching for funding sources.
    • Santa Rosa: Projects for path of travel and seismic upgrades completed. Discussed inquiring to County Counsel about the need of handicap accessibility to stay in Americans with Disabilities Act (ADA) compliance. General Services in discussion with its Energy and Sustainability Division for re-lighting area under energy savings programs and on-bill financing with PG&E.
    • Cloverdale: Handicap lift has been installed into pool. Path of travel project still in progress with estimated completion before winter.
    • K. Lew discussed new priority for Sonoma roof leaks above dining room and the projects inclusion in Capital Improvement Plan. Discussed solar thermal heating for Cloverdale pool. County may jointly fund project with City of Cloverdale and Cloverdale Unified School District. Item to go before Board on November 13, 2018 for approval, and if approved County will supply Request for Proposal (RFP) for installation of equipment.
    • K. Lew announced projects prioritized by veterans advisory committee and approved by BOS on October 10, 2015 have been completed except for completion of Cotati kitchen improvements. Cotati kitchen had been previously put on hold due to lack of utilization of building. Requested new list through T. Leen for requested projects. 
    • J. Uniack inquired if Guerneville HVAC was included in 2015 project request. K. Lew confirmed scope for Guerneville was only for the smaller offices, not the auditorium.
    • J. Uniack inquired if wish list for Guerneville projects were received. J. Scannell confirmed it was and the others that were as well were forwarded to Bruce Oveson. K. Lew confirmed once full list is received it will be sent to BOS for approval and requested advisory committee determine project priorities. T. Leen confirmed building representatives will contact respective veterans groups to determine priority.
    • B. Stewart confirmed he believed Cotati kitchen was still on 2015 list and will add it to his wish list for upcoming year.
    • T. Leen reminded committee members to submit wish list to County if they haven’t done so.
    • R. Safreno inquired about potential mold smell in Petaluma building. K. Lew confirmed he will ask industrial hygienist and General will discuss with janitorial staff to observe damp areas that may be causing the smell.

    • Determination of 2019 Meeting locations
      Veterans Advisory Committee members agreed to the following locations for the respective dates:
      February 5, 2019 - Cotati Veterans Memorial Building
      May 7, 2019 - Guerneville Veterans Memorial Building
      August 6, 2019 - Cloverdale Veterans Memorial Building
      November 5, 2019 – Santa Rosa Veterans Memorial Building

    • Reading of the duties of the Officers
    • T. Leen announced the duties of the Chair, Vice Chair, and second Vice Chair.
    • Nomination and election of officers for 2019
    • T. Leen requested nominations for Chair, Vice Chair, and second Vice Chair. 

      Chair: R. Safreno nominated T. Leen. Veterans Advisory Committee members agreed on T. Leen for Chair. 
      Vice Chair: J. Uniack nominated L. Nuñez. Veterans Advisory Committee members agreed on L. Nuñez for Vice Chair. 
      Second Vice Chair: B. Stewart nominated R. Safreno for second Vice Chair. Veterans Advisory Committee members agreed on R. Safreno for second Vice Chair.

    Other

    • R. Safreno inquired about parking revenue at Santa Rosa Veterans Building and where it goes. J. Scannell confirmed the parking revenue went to pool used for all veterans buildings.
    • F. Miller inquired about how funding is distributed amongst the buildings. J. Scannell confirmed funding appropriations is made by BOS. F. Miller inquired about conditions of Guerneville building. J. Scannell discussed how funds for veterans building is prioritized and the finite amount of funds.
    • J. Uniack requested breakdown of much funding is being spent for each district. J. Scannell confirmed General Services can provide breakdown for capital projects and maintenance funds applied to each building. J. Uniack announced he was going to visit his district supervisor to inquire about the Guerneville HVAC.
    • T. Leen inquired about the Sonoma budget and how much money has been spent so far. J. Scannell confirmed numbers based on budgetary projections.
    • L. Nuñez announced Christmas dinner at Santa Rosa Veterans Building on December 7, 2018 and upcoming Valentines Dinner Dance.
    • S. Paxton announced upcoming Kiwanis Club luncheon and Marine Corp Luncheon at Santa Rosa Veterans Building. Discussed Christmas Day free meal delivery coordinated by Lions Club and the American Legion Post 21.
    • Steve Kemmerle announced Veterans Day Parade.
    • T. Leen announced free breakfast at Range Hall on Veterans Day.
    • Ronda Ross-Leen announced Wreath Across America event on December 15, 2018.
