Every organization is required to have an Emergency Action Plan (EAP) specific to its needs. Each department or agency within the county has developed written, site specific, EAPs to identify the immediate response to an emergency or disaster in the context of their unique operating environment.
Most commonly, fire response is the main subject of an EAP, but there are other topics that must be considered. These can include a medical emergency, an intruder, a bomb threat or explosion, floods, power outages, and maybe others based on the employer’s industry and risk assessment. In California, we also include earthquake preparedness. Some of these topics are serious enough or have special application to warrant their own EAP, so some employers will prepare a cover EAP and then address issues like fire and earthquakes separately.
EAPs typically do not address business resumption or continuity following an emergency. These subjects are addressed separately at a management level.
