Past Sales Efforts

In June, 2020, the Board of Supervisors directed staff to issue an invitation to approved Brokerages to present to the County a Marketing Proposal to exclusively represent the County as its listing agent in the sale of the County’s Chanate Property on the private market.  CBRE and North Bay Property Advisors will be representing the County.  

The property will be sold as is, without entitlements, and the buyer will work with the City of Santa Rosa and the community through the entitlement process.  As before, Parcel J is not part of the sale and the cemetery will be left intact and undeveloped.

Marketing efforts for the sale of the Chanate Campus commenced in August, multiple offers were received by September 29, 2020, best and final offers were received by October 5, 2020, staff reviewed those offers with its brokers and recommended to the Board of Supervisors that it accept the best and final offer from Village Partners, LLC which the Board of Supervisors did at its October 13, 2020 hearing.

On October 23, 2018, the Board directed staff to dispose of the property as surplus following California Government Code Section 54220, which prescribes the process for disposal of government surplus property. On December 11, 2018, the Board considered multiple scenarios for disposing of the Chanate Campus and directed staff to consider surplus proposals for two options; the entire campus, or for each of the three bundled properties as depicted.

Ultimately, the County was unable to reach an agreement with any of the respondents, and in April, 2020, in compliance with AB 1486, staff informed the State HCD that our efforts to surplus the property to affordable housing providers had not succeeded. The County subsequently received permission to move forward with sale of the property to private parties. This sale is now in process.

California Surplus Property Law

Under Government Code Section 54220, following a declaration of property as surplus the County was required to make an initial offering of the property for sale to (1) government agencies and affordable housing developers for the purpose of developing low to moderate-income housing; (2) government agencies for open-space purposes; and, (3) local school districts for school facilities construction or open-space purposes and other governmental agencies.

Interested Parties

In partnership with  Sonoma County’s Community Development Commission, the General Services Department established a list of local public entities and interested parties engaged in the development of low to moderate income housing. Staff sent a Notice of Availability of Surplus Land to statutorily designated public agencies, developers, schools, and other governmental agencies. The County had no obligation to accept any offer and reserved the right the right to reject all proposals that it considered unsatisfactory.

Sale to Private Parties

As no suitable proposals were received from the agencies described above, the County offered the Property for sale to private individuals and companies. The County has no obligation to accept any offer and reserves the right to reject all proposals that it considers unsatisfactory. The sale to private parties will be noticed on the County’s Supplier Portal. Private entities are encouraged to register as a supplier to receive alerts about business opportunities with the County.
