  2. Community Oriented Policing Project (COPP)
    Presentation to the CAC by Dr. Emily K. Asencio, Sonoma State University Dr. Silvana McCormick, Redwood Consulting Collective.


    Purpose of Meeting: To provide the CAC and community with an overview of the research study being conducted by Sonoma State University to inform IOLERO’s Community-Oriented Policing Program. Specifically, we’ll be reviewing the study design and reviewing a draft of the Strategic Learning Questions (SLQs) that will frame the study. The CAC will have the opportunity to ask questions about the study, provide input on the SLQs that the research team has developed, and suggest additional questions. Community input will also be solicited through public comment.

    The strategic learning questions (draft) on which the researchers will be seeking community feedback are these:

    1. How do members of the community define "Community-Oriented Policing?"While the research literature provides a definition of this concept, we are interested to learn how different members of the community and the SCSO define community policing.
    2. Do community members perceive community-oriented policing differently than law enforcement officers? If so, how do these perceptions differ?
    3. When community members think of community-oriented policing, what examples come to mind?We're interested in hearing local examples or examples they've heard of from other places.
    4. What community-oriented policing practices does the SCSO currently engage in?We're interested in learning if these practices are formal or informal, sporadic or consistent, voluntary or required.
    5. How does the SCSO communicate its expectations related to community-oriented policing to its deputies?As part of this question, we're interested in learning about the extent to which SCSO training addresses elements of community-oriented policing.
    6. How does the SCSO evaluate the extent to which their deputies are engaging in community-oriented policing practices and how does this factor into the annual evaluations of deputies?
    7. What do community members think results from community-oriented policing practices?We are interested in learning what impact the community expects to see from community-oriented policing. We want to find out if there are examples of this impact in Sonoma County and specifically with the SCSO.
    8. What is the nature of the current relationship between community members and the SCSO?We are interested in learning about perceptions of the SCSO and relationships with the SCSO among different groups within the community. We also want to learn about the specific practices that SCSO deputies are engaged in to build relationships with community members in their areas.
    9. What are community members’ priorities in regards to the SCSO and community-oriented policing?

  3. Public Comment for items not appearing on the agenda but within the subject matter jurisdiction of the CAC. Please state your name and who you represent, if applicable. Comments will be limited to three minutes at the discretion of the chairs based on number of comments and other factors.

Public Comment at Community Advisory Council Meetings

Members of the public are free to address the CAC.
Public comments:

  • Should fall under the subject matter jurisdiction of the CAC (as noted in Ordinance No. 6333).
  • Are time-limited. Public comment applies to action items and general public comment at the end of the meeting. Action items are specified on the agenda. Time limitations are at the discretion of the Director and Chair and may be adjusted to accommodate all speakers.

In addition to oral public comment at the meetings, the community is also invited to communicate with IOLERO staff and CAC members through email. Members of the public who would like to make statements that may exceed the time limits for public comment, suggest topics to be placed on future agendas, or suggest questions to be raised and discussed by CAC members or staff, may send an email addressing these matters to CAC@sonoma-county.org.

CAC members may not deliberate or take action on items not on the agenda, and may only listen and respond briefly in limited circumstances. Should CAC members wish to deliberate on an issue raised during public comment, that issue may be placed on a future agenda of the CAC for discussion and possible action. Materials related to an item on this Agenda submitted to the CAC after distribution of the agenda packet are available for public inspection in the IOLERO office at the above address during normal business hours or via email.

Commitment to Civil Engagement

All are encouraged to engage in respectful communication that supports freedom of speech and values diversity of opinion. CAC Members, staff, and the public are encouraged to:

  • Create an atmosphere of respect and civility where CAC members, county staff, and the public are free to express their ideas within the time and content parameters established by the Brown Act and the CAC’s standard parliamentary procedures (Robert’s Rules of Order);
  • Adhere to time limits for each individual speaker, in order to allow as many people as possible the opportunity to be heard on as many agenda items as possible;
  • Establish and maintain a cordial and respectful atmosphere during discussions;
  • Foster meaningful communication free of attacks of a personal nature and/or attacks based on age, (dis)ability, class, education level, gender, gender identity, occupation, race and/or ethnicity, sexual orientation;
  • Listen with an open mind to all information, including dissenting points of view, regarding issues presented to the CAC;
  • Recognize it is sometimes difficult to speak at meetings, and out of respect for each person's perspective, allow speakers to have their say without comment or body gestures, including booing, whistling or clapping.

All are encouraged to engage in respectful, non-disruptive communication that supports freedom of speech and values diversity of opinion.

Our Designed Team Alliance is a list of norms, which describe the way CAC wants to show-up and be in community while modeling collaborative behavior. We request that CAC members, staff, and the public follow the CAC’s agreed upon Designed Team Alliance.
