The meeting was called to order at 6:00 p.m.

  3. City of Santa Rosa Presentation on the new “CAHOOTS-Inspired” Crisis Intervention Program
    • Guests: Captain Cregan, Santa Rosa Police Department, Santa Rosa City Council, Member Tom Schwedhelm, Division Director Bill Carter, County of Sonoma, Behavioral Health , Director Mary-Francis Walsh, National Alliance on Mental Illness (NAMI) Sonoma County , Chief Westrope Santa Rosa Fire Department

    Captain Cregan presented the history and implementation of the CAHOOTS-Inspired Crisis Intervention Program. Council Member Tom Schwedhelm discussed funding for the program. Division Director Bill Carter spoke about the Mental Support Team (MST) that the County of Sonoma has had in operation for many years, and some of the logistics of merging their team with the Santa Rosa Team in order to give the MST the opportunity to expand their services.  Chief Westrope talked the collaboration for this model from his agency with a focus on medical services. NAMI Director, Mary-Francis Walsh discussed the importance of the role of this model for our community from a mental health perspective. NAMI provides education for the community in the event of a mental health related crisis.

    • Director’s Report: Director Navarro took a few minutes to acknowledge and speak about the recent PERB Ruling regarding Measure P.

    • De-Escalation Recommendations – Motion to approve and submit: Councilmember Barrera, 2nd Councilmember Estrada
    • Vote: All Ayes
    • Use of Force Recommendations –Motion to approve and submit: Councilmember Barrera, 2nd Councilmember Bailey
    • Vote: All Ayes
    • Public Comment - No members of the public addressed the Council

  7. Closing – Adjournment
    • The meeting was adjourned at 8:07 p.m.
