The FY 2019-20 Consolidated Notice of Funding Availability contains significant new, one-time funding. Per the Notice of Funding Availability (NOFA), Home Sonoma County staff promised to encourage creative approaches for any eligible use of Homeless Emergency Aid Program dollars. For this reason, staff added an additional step in determining the eligibility of applications from emerging organizations.
After an initial process to confirm the timely submission and completeness of more than 60 applications, 24 applications remained which had technical deficiencies. As a new step, applicants that had submitted projects with technical deficiencies were provided with a summary of the deficiencies, and offered two days to address the deficiencies. To maintain fairness to the applicants that met eligibility without a need for correction, this effort explicitly offered two days to submit revised or substitute documents that would address the deficiencies, e.g., submit the same document with corrected numbers. The invitation would not be viewed as an extension of the submission deadline, but only as an opportunity to correct the deficiencies identified.
One organization resubmitted all application materials anew within the two-day timeframe. The new applications were not considered. However the newly submitted documents were reviewed to determine if they addressed the identified deficiencies. If a submitted document addressed an identified deficiency, staff determined it eligible.
Following this process, nine of the 24 applications with technical deficiencies were added to the eligible project list. The following 15 applications did not address the technical deficiencies identified on the first review, or had other technical problems that resulted in their being determined ineligible for full review.
