      Proposal:

      Request for a Use Permit to allow for a 3-phase, 10.33-acre cemetery, with an above-ground columbarium, on a 21-acre parcel over the course of 86 years. Phase 1 includes demolition of an existing barn and garage; construction of 960-square foot refrigeration building and a 960-square foot equipment storage building; construction of an access road between planned monument area and Stony Point Road; and creation of a 2.46-acre cemetery burial area. Phase II includes construction of a memorial plaza and an additional 5.3 acres of cemetery burial area. Phase III includes an additional 2.31 acres of cemetery area. The applicant estimates that burial services, a central part of cemetery operations, will typically be attended by five to 25 people for a duration of less than an hour. Cemetery activities will also include an annual event after Easter. At full operation, as many as 150 people may visit the cemetery through the course of the day.  The applicant estimates that there will be up to three larger grave site services annually with attendance that exceeds the defined five to 25 people.

      Permit Sonoma Hearing Waiver Calendar

      This calendar serves only to notify the public of hearing waiver projects. The projects listed below are NOT on the current agenda.

      Project Description:

      Request for a Use Permit and Design Review to allow a new 3,342 square foot brandy distillery producing a maximum of 20 barrels per year, with a 1,200 square foot outdoor covered work area, and a tasting room open by appointment only. The distillery will be operated by 2 employees (the owners) intermittently (typically 2 - 3 days a week for 5 - 6 hours a day); hours of operation will be 8 am – 6 pm, 7 days per week. With 2 additional seasonal employees and extended hours during crush season (approximately 10 days between mid-August and & mid-November), 8 am – 8 pm, 7 days a week. The tasting room will operate between the hours of 12 pm – 4 pm, Friday – Sunday; with 1 employee and visitors by appointment only, limited to 4 groups per day of up to 6 people, one group at a time, with a maximum of 24 visitors daily. The following are proposed during construction: 1) Construction of the site’s driveway will not occur between February 15 and August 15; 2) No trees larger than 6 inches at breast height will be removed; 3) Construction will be limited to daylight hours; and, 4) A setback 25-feet or greater will be maintained from a wetland feature identified along High School Road including erosion control and BMP’s; on an 8.13-acre parcel.

      Project Description:

      Request for a Minor Use Permit to allow 37,000 square feet of commercial cannabis cultivation within a 132.3-acre parcel. The parcel is zoned Resources and Rural Development (RRD), B6 40-acre density, Local Area Guidelines for Taylor/Sonoma/Mayacamas Mountain areas (LG/MTN), Scenic Landscape (SR), and Riparian Corridor (RC50/50). The Minor Use Permit would allow the cultivation of cannabis. The project area has a total of 73,500 sq. ft. and is divided by a dirt access road. The project areas include a cultivation area of 37,000 sq. ft., propagation in 2,400 sq. ft. (8 hoop houses), and an existing container for storage. There are no plans for construction for this Use Permit application. The project site would be for cultivation only, and all cannabis crop yields will be sold and transported through a third party processor and distributor. All shipping and deliveries would be limited to 8 a.m. to 5 p.m., Monday through Friday. A maximum of eight (8) employees would be on site at any one time, all of whom will be 21 years of age or older. The site would not be open to the public.

      Procedures

      BZA hearings begin at 1:00 PM and are recorded. Agenda items begin on or after the time stated on the agenda. County staff will give a presentation on the project followed by commissioner questions. A public hearing is then opened and the applicant gives a 10-minute project presentation followed by public comments. The time limit for public comments is at the Chair’s discretion and is typically 3 minutes per speaker. Please state your name for the record when you are called upon. Questions raised by the public may be answered after all public comments are given. The Commission may request staff or the applicant to answer questions, and the applicant is given the opportunity to respond to any public comments. The public hearing is then closed and no further public comments are received. The commissioners discuss the project and make a decision by motion and roll call vote.

      Uncontested Calendar

      All items listed on the uncontested calendar are considered to be routine. The Chair will open the public hearing on all items simultaneously. If no one from the public addresses the BZA, the hearing will be closed and the items may be acted upon with a single majority vote.

      Public Appearances for Non-Agenda Items

      Shortly after the hearing begins, the BZA invites public participation regarding the affairs of the County. Any person desiring to speak on any matter which is not scheduled on this agenda may do so. Comments may be limited to three minutes, or as imposed at the discretion of the Chair. Under State Law, matters presented during public appearances cannot be discussed or acted upon by the BZA commissioners.

The BZA invites interested persons to submit comments which are entered into the permanent record. Written comments received prior to and during the hearing are distributed to the commissioners, staff, and are available to the public via the public copies link in the calendar section of this agenda. Written comments received after the package is made public may be read into the record.

Please note, due to the office closure under the Sonoma County Shelter in Place order, Permit Sonoma receives mail once a week leading to longer than usual processing times for mailed in items.

      Public Comments Using Zoom:

Please take the time to locate the raise hand feature in the app, press the Alt & Y keys together on your keyboard, or press *9 to raise and lower your hand when calling in. Your name, or phone number if you call in, will be announced when it's your turn to speak (1 public comment is allowed per person).
