Rapid Evaluation Safety Assessment (RESA) Map 

2019 Winter Storms and Flooding

Rapid Evaluation Safety Assessment, also known as RESA, is an important step in assessing the damage and safety concerns of structures after a natural disaster. The assessment allows people to use safe homes and businesses, and ensures that people are prohibited from entering unsafe structures after a disaster. RESA Inspectors are experienced building construction and engineering professionals who have been certified through the California Office of Emergency Services (Cal OES).

This map shows the final results of field safety assessments on structures in unincorporated Sonoma County affected by the 2019 Winter Storms and Flooding.

Map Color Codes Explained

The three colored tags (green, red and yellow) match placards posted on inspected structures. Each type of placard is used by inspectors under the following circumstances:

Green (Inspected)
Buildings can be damaged, yet remain safe – the safety of the building was not significantly changed by the disaster.

Important Note: Although a building may be placarded “Inspected”, specific areas in and around the building could be further identified as unsafe.
Red (Unsafe)
Buildings are damaged and pose an imminent threat to life or safety under expected loads or other unsafe conditions.
Yellow (Restricted Use)
There is some risk from damage in all or part of the building that does not warrant red-tagging. The extent of damage may be uncertain or cannot be ascertained within the time and resources available to a Rapid Evaluation team.

Important Note: Although a building may be placarded “Restricted Use”, specific areas in and around the building could be further identified as unsafe.
Orange (No Access)
The map includes structures labeled as orange, which is not a tag color, but is used only on the map to indicate the following:

An inspection was performed on the property however the inspector was not able to access the structure(s). This could be due to a number of issues including downed power lines, locked gates, debris blocking the roadway, damaged bridges, or other similar items.

If your property is shown as orange on the map, please use the Sonoma County Report It tool (or call Permit Sonoma at (707) 565-1900) to schedule a re-inspection.

  • Green: Are repairs needed?
    • No: Remove tag. Done.
    • Yes: Is a permit is required for the repairs? Find out below
      • Yes: Proceed through and complete the permit process (including inspections if required). When repairs and permit process is completed, remove tag. Done.
      • No: Complete repairs and remove tag. Done.
  • Yellow: Repairs must be made. Is a permit required for the repairs? Find out below
    • Yes: Proceed through and complete the permit process (including inspections if required). When repairs and permit process is completed, remove tag. Done.
    • No: Complete repairs and remove tag. Done.
  • Red: Repairs must be made and a permit is required. Proceed through and complete the permit process (including inspections if required). When repairs and permit process is completed, remove tag. Done.

  • Finish work: Painting, papering, tiling, carpeting, cabinets, counter tops, and similar
  • Nonfixed and movable fixtures, cases, racks, and counters
  • Replacement doors and windows (same size & location)
  • Replacement of electrical outlets
  • Portable heating / cooling equipment
  • Replacement of plumbing fixtures for low flow fixtures
