  1. Call to Order – Mission Statement – Introductions – Smith
    The meeting was called to order at 5:05pm
  2. Approval of the April 24, 2020 Agenda – Smith
    Commissioner Sapper moved to approve the Agenda as presented.
    Commissioner Ross seconded.
    There was no discussion.

  3. Approval of the April 10, 2020 Minutes – Smith
    Commissioner Sapper moved to approve the Minutes as presented.
    Commissioner Murrell seconded.
    Commissioner Ross pointed out a total expenditure discrepancy on the budget analysis and requested the minutes be approved with this correction (Chair).

    1. Right to Roof – Garcia - 15 minutes

      Discussion and possible vote on Statement in Support of Right to Roof Protections.

      Commissioner Threet suggested the inclusion of verbiage calling for a stop of displacements of unsheltered people to include vehicles as there have been reports of people sheltering in vehicles being cited. Also made the suggestion to call for safe parking.

      Commissioner Threet moved to approve the statement as presented with the above changes.
      Commissioner Murrell seconded.
      There was no discussion.

    2. PPE Update – Sapper – 15 minutes

      Update on mask donations vs purchase efforts. Discussion and possible vote on mask order.

      Commissioner Sapper shared news about a potential donation of 10,000 surgical masks and an intent to purchase an additional 10,000 through private donors. The Commission discussed a needs assessment process, reaching out to homeless service providers, orgs serving farmworkers, nurses unions and cleaning staff at hospitals. Chair Smith to create a needs assessment for on Google docs to share with orgs, so that distribution can be equitable once the orders of gloves and hand sanitizer arrive in addition to masks.

    3. Sonoma County Human Rights Visibility Project - Smith - 15 minutes  
      Update on SCHRVP status.

      Commissioner Smith reported that the survey has been translated into all 15 languages and the English version has been shared with County Counsel for review.
    4. Commissioner updates – All - 15 minutes
      Commissioner Smith gave an update on the Food for All – Comida para Todos project in the 1st district, offering no contact porch drop delivery of REFB food boxes and supplemental items funded through community donations.

      Commissioner Threet gave an update on the use of force case in Graton. The Commission discussed reports of disproportionate tailing and pulling over of African Americans in the county, with particular concern of Black males. Commissioner Ross suggested sending an open letter from the Black community with regard to “Driving while Black” and offered to reach out to Black leadership to discuss this idea.
