  1. Call to Order – Mission Statement – Introductions – Jones  
  2. Approval of the March 28, 2018 Agenda – Jones
    • Due to Brown Act requirements, only changing the order of, or deletion of items may be allowed. New items may not be added.

    Commissioners Kerosky, Meraz, and Ross were absent. Commissioner Judkins on a leave of absence. Commissioner Jones abstained as Chair.

    The motion passed.

  3. Consent Calendar  – Jones
    1. Approval of the February 27, 2018 Draft Minutes (pgs. 4-8)
    2. Approval of expenditure up to $125 to table at annual Cinco de Mayo event
    3. Approval of expenditure up to $200 to table at June 1-3, 2018 Gay Pride Festival

  4. Openings & Appointments  – Jones
    1. Staff administered the Oath of Office for the reappointment of 1st District Commissioner Terrence-Christopher Patterson to a second two-year term – February 3, 2020
    2. The Chair reported that there was now one opening in the 4th District

  6. Regular Calendar – Jones
    1. Ad Hoc, Liaison & Project 2018 Updates – Jones
      The Chair will ask for ad hoc, liaison, and project committee updates.
      • Legislative Liaison – Commissioner Patterson to send out a proposed resolution to the full Commission for review and input prior to April 24, 2018 meeting.
      • Independent Office of Law Enforcement Review & Outreach Sheriff Candidates Forum

      Motion to approve the expenditure of $400 from Outreach and Events for co-sponsorship of the April 30, 2018 Sheriff Candidates Forum

    2. 5th District Public Forum in May, 2018 – Kerosky, Estrin, Meraz
      Commissioner Estrin reported that the Immigrants’ Right ad hoc has not yet met to finalize the date, speakers, or format of the proposed May public forum. No action was taken.
    3. Final FY2017-18 Budget Requests – Jones
      The Chair requested that Commissioners submit their final budget requests by April 16, 2018 in order to be considered for approval in the current fiscal year ending June 30, 2018. No action was taken.
    4. Administrative Report – Jones, Staff 
      The Chair provided a brief overview of the nominations and elections process that will take place in May and June. Commissioners were encouraged to review the Bylaws and the Commission attendance records in advance of the April meeting. No action taken.
    5. Screening of Safe Sonoma County – Jones
      The Commission tabled the screening of the Public Service Announcement video, Safe Sonoma County due to technical difficulties.

  7. Education Forum – Smith

    A public forum on civil rights protections in schools, restorative justice, educational achievement, and special education followed the regular business meeting. Speakers and presenters included:

    • Raquel Mack, Founder – Save Your VI
    • Mick Gardner, Executive Director – Restorative Resources
    • Jacquelyn Torres, Sonoma Valley High School student and Junior Human Rights Commissioner – on the Latino Education Gap
    • Socorro Shiels, Director of Education – California Collaborative for Educational Excellence
