Commissioners Present:

  1. Call to Order – Mission Statement – Introductions – Jones
    Meeting called to order at 5.37PM.
  2. Approval of the April 24, 2018 Agenda  – Jones
    • Due to Brown Act requirements, only changing the order of, or deletion of items may be allowed. New items may not be added.

    Commissioners Kalia, McHale, Rodriguez, and Sapper were absent. Commissioner Jones abstained as Chair.

  3. Approval of the March 28, 2018 Draft Minutes  – Jones

    Commissioners Kalia, McHale, and Sapper were absent. Commissioners Kerosky and Ross abstained due to absence. Commissioner Jones abstained as Chair. 

    The motion passed.
  4. Openings & Appointments – Jones
    • The Chair reported there is one opening in the 2nd District, and one opening in the 4th District

  6. Regular Calendar – Jones
    1. Rohnert Park Public Safety Act – Smith
      Commissioner Smith introduced a proposed Rohnert Park Public Safety Act (RPPSA) submitted by constituent Chris Wroth who addressed the Commission and requested their endorsement of the Act. A number of Commissioners indicated they would need more time to review the draft act. No action was taken.
    2. Safe Sonoma County– Officers, Staff 
      Officers and Staff led a discussion about the remaining tasks required prior to the potential launch of campaign. Commissioners to provide descriptive content for the resources previously submitted for the new website by May 15. Staff to re-send resource lists received to date. No action was taken.
    3. Budget Adjustments & Estimated Year-End Expenses– Jones, Staff   
      Discuss current general funds balance, expected and remaining expenditures, and potential requests, to include:
      • Junior Commissioner Project – Request to transfer of up to $1000 – 7 Minutes
        • Anticipated year-end expenses of approximately $454
        • Graduation gifts at approximately $488

      Motion to approve the transfer of $1000 from General Expenses to the Junior Commissioner Project

        • Breakdown of anticipated expenditures
        • Outreach committee to work on ordering t-shirts and other promotional items up to $2000

      Motion to approve spending up to $1000 of General Expense funds to purchase a generator for tabling events

    4. Administrative Report – Jones, Staff – 7 Minutes
      The Chair and Staff provided details Discussion on nominations and election process for 2018-2019 Officers to take place in May. Commissioner Bjorkquist reported she was stepping down as Officer-at-Large and said she welcomed Commissioners interested in the position to contact her to explore the duties beyond those stated in the bylaws.
  7. Ad Hoc, Liaison, Project Updates – All – When Applicable   
    1. Ad Hoc Committees
      • Immigrants’ Rights – Estrin, Cervantes, Kerosky, Meraz, Rodriguez – continue to work on potential 5th District meeting on immigration
      • LGBTQI – Jones, McHale, Meraz – No report
      • Outreach – Estrin, Kalia, Ross, Sapper – Will present more expanded version of the proposed Facebook policy at May meeting. Officers to submit questions to Outreach in order to supplement their presentation for May.
      • People with Disabilities – Sapper – Reported he was working on a issue for Supervisor Gore in Cloverdale and would send information to the full Commission on the specific nature of the matter. Sapper also encouraged other Commissioners to join the ad hoc.
    2. Liaisons & Projects
      • Homeless liaison – Bjorkquist, Kalia – No report
      • Independent Office of Law Enforcement & Outreach liaison – Cervantes, Meraz – follow up on Sheriff Candidates forum
      • Junior Commissioner Project – Smith, McHale, Rodriguez – Rodriguez provided a summary of field trip to the San Francisco Youth Commission and the offices of the Human Rights Watch
      • Legislative liaison – Patterson will be putting forth a resolution on schools as Safe Havens on the May agenda
      • Sonoma County Racial Justice liaison – No report due to absence of Smith
  8. Commissioner Announcements/Communications with Supervisors/Tabling Opportunities – All - 3 Minutes
    1. Meraz/Jones – Reminder of Sheriff Candidates Forum – Monday, April 30, 2018 at 6.30, Veterans Building, Santa Rosa
    2. Cinco de Mayo Festival – Saturday, May 5, 2018, Set-up 10.00AM – 2.00PM – Staff to send poll on tabling shifts
  9. Additional Agenda Items for Next Commission Meeting - Jones
    1. Homeless encampment and eviction issues – Smith; Jones suggested bringing in County and City of Santa Rosa representatives to present their current strategies on housing.
