Proposed Fee Changes for Environmental Health & Safety Programs

Background

The Department of Health Services, Environmental Health and Safety (EHS), employs several strategies to prevent foodborne illness and promote health and quality of life in Sonoma County. Through education, permitting, inspection protocols, and complaint investigations, EHS collaborates with businesses to prevent diseases that result from interactions between people and the places they live, work, play and eat. 

Last year, to minimize the impact on our operators, we began a three-year phased approach to establish fees that will cover the actual cost of delivering services.  This year the proposed EHS hourly rate for FY 17/18 is $171.00, which represents a 94% cost recovery and an 11.04% increase over our current hourly rate.  If approved, this rate would go into effect on July 1, 2017.

Board of Supervisors Proposal Review

The Sonoma County Board of Supervisors will review the proposed EHS fees on May 9, 2017.  This date has been changed from the original date of April 25, 2017.

New Fee Categories

Community Events: We are adding/revising permit categories to allow for greater equity and flexibility associated with temporary food facilities (TFF). This adjustment to the permit categories will provide opportunity for some operators to move to a lower category and associated permit fee. The revised categories and proposed fee amounts are as follows:

Solid Waste Program: We have added new permit categories in Solid Waste to allow for improved fee assessment associated with permitting. The fee categories are:

  • New Registration Application (+hourly rate after 8 hours)
  • Existing Registration Review (+hourly rate after 8 hours)
  • Emergency Transfer Station (+hourly rate after 8 hours)
