Man Convicted of Three Counts of Assault with Intent to Commit Sexual Offense

Santa Rosa, CA  –  September 19, 2016  –  Jason Frederick Hulac, 31-years-old of Santa Rosa, pled no contest earlier today to three counts of assault with intent to commit a sexual offense.  The charges stemmed from three separate daylight attacks on women in 2015.  The defendant will receive a 10 year prison term when he is sentenced by the Honorable Judge Jamie Thistlethwaite on October 20 2016.

District Attorney Ravitch stated, “This defendant’s pattern of targeting women who did not know him, during the day, with the intent to sexually assault them was extremely brazen.  The sentence is appropriate for this predatory behavior.”

The assaults began on February 27, 2015 when a 22-year-old female resident of Santa Rosa was walking on the trails around Spring Lake at about 1 p.m. when Hulac grabbed her from behind around her waist.  She managed to push Hulac away and began running.  Hulac caught up and pulled her pants partially down before she was able to break free of him the second time.  When he came after her a third time and grabbed at her pants, she sat down, rolled into a ball, and began screaming until the defendant ran away.

The second assault occurred less than two months later on April 20, 2015.  During that incident a 32-year-old Windsor resident was walking on a trail near Unocal Place and Round Barn Blvd on her lunch break when she saw the defendant approaching her.  As he walked closer, she yelled at him to get away.  The defendant then grabbed her around her right arm.  The victim tried to fight him off, striking him repeatedly in the face with her cell phone, during which the defendant put his hand down the back of her pants and pulled her shirt up.  Both fell to the ground as the victim continued to fight off the defendant. He finally ran when the victim was able to start calling 911.

The third attack occurred on June 6, 2015. The victim, a 40-year-old woman, was walking in the area of Coffee Lane and Pine Meadow Drive when the defendant walked toward her and asked if he could hug her.  When the victim said no, the defendant grabbed her by both arms and groped her breasts and genital area.  A passing motorist saw the victim struggling with the defendant and as the motorist turned her car around to help, the defendant released the victim and ran away.  The victim was able to provide a description of the defendant, including that he was wearing a black hat and a backpack.  A neighbor provided video surveillance to the Santa Rosa police officers showing Hulac walking in the area wearing a black hat and backpack.  The neighbor provided police with the defendant’s address and he was apprehended shortly thereafter at his parent’s home.

In addition to the 10-year prison sentence, Hulac will be required to register as a sex offender for the rest of his life and may be subject to additional incarceration as a sexually violent predator. The three charges are each “strike” offenses.

The case was prosecuted by Deputy District Attorneys Barbara Nanney and Chris Honigsberg.  Detectives Chris Diaz and Stephen Bussell investigated the case on behalf of the Santa Rosa Police Department.
