Investigation Ongoing Into Raymond Foakes Sex Assault Allegations

Defendant Will Remain In Custody on Federal Parole Hold

Santa Rosa, CA  –  November 30, 2016  –  The Sonoma County District Attorney’s Office announced today that charges will not be filed at this time because the investigation regarding allegations of sexual assault committed by suspect Raymond Foakes is ongoing. 

District Attorney Ravitch noted, “This is an ongoing investigation into very serious charges, and it will take some additional time for the Sonoma County Sheriff’s Department to complete their investigation.  Although there may be a legal basis to make an arrest, the bar is far higher to substantiate the filing of criminal charges.”

Based on the evidence received to date, a United States Magistrate has issued a no-bail parole warrant which will mandate Foakes to remain in custody.  The District Attorney’s Office continues to work closely with the Sheriff’s Department as their investigation develops.  A complete investigation by the Sheriff’s Department will enable a thorough assessment of the evidence to determine if charges should be filed.
