Licensed Caregiver Sentenced for Elder Theft

Santa Rosa, CA  –  July 28, 2016  –  Andrew Raymond Ross, forty- seven-years-old of Healdsburg, was sentenced today before the Honorable Patrick Broderick for committing felony theft of an elder by a caregiver.  Under the terms of the negotiated sentence the defendant will serve six months in county jail and will spend three years on formal probation.  His sentence includes a probation condition that he cannot work as a caregiver in any capacity.   

District Attorney Ravitch stated, “Our elder protection unit is dedicated to effective prosecution of those who prey upon seniors.”

The defendant owned a caregiving management service that was coordinating care for the victim, an eighty-six year old woman who had been diagnosed with dementia.  This victim was under a temporary conservatorship when defendant, a licensed clinical social worker, began providing care services for the victim.   Within a few months Defendant facilitated the termination of the conservatorship, and then became the trustee on the victim’s checking account.  Shortly thereafter, the defendant began writing himself checks and making online transfers directly into his personal checking account totaling $25,000.  Out of concern for the victim, the bank looked into the transfers and reported its findings to law enforcement. 

The case was prosecuted by Deputy District Attorney Sharmalee Rajakumaran, assisted by District Attorney Investigator Matt Stapleton.  Detective Gavin Holzapfel of the Santa Rosa Police Department headed the investigation.
