1987 Murderer Denied Parole

Santa Rosa, CA  –  March 17, 2017  –  District Attorney Jill Ravitch has announced that defendant Clark Sullivan, 69 years old, most recently of Santa Rosa, was denied parole related to a murder he committed in 1987 in Santa Rosa. 

The charges stemmed from an incident on February 19, 1987, where Clark Sullivan kidnapped one person at gunpoint, shot and killed Leah Zane Keopke and shot and injured a third victim. Sullivan was tried by a Sonoma County jury in 1988, and was found guilty of first degree murder, kidnapping, two counts of robbery, false imprisonment and brandishing a firearm. The jury also found that Sullivan used a gun during the commission of those crimes. Sullivan was on parole for burglary at the time he committed the murder. 

Following his convictions, Sullivan was sentenced to twenty-seven years to life, plus an additional twenty-two years, in state prison. On March 16, 2017, Sullivan had his second hearing for parole eligibility. Sullivan qualified for elderly parole, despite his sentence, based on his age and health issues. The hearing took place at the California Health Care Facility in Stockton, CA. The standard applied in determining if an inmate serving a life term should be released on parole is whether or not the offender currently poses an unreasonable risk of danger to society if released from prison. Deputy District Attorney Tania Partida, from the Sonoma County District Attorney’s Office, took part in that hearing and argued Sullivan should remain confined. At the conclusion of the hearing, the Parole Board agreed, and denied parole. Sullivan will be eligible for parole consideration again in three years.
