Sonoma County Consolidated Oversight Board

The Consolidated Oversight Board was formerly known as the Oversight Board for the Successor Agency to the Sonoma County Community Redevelopment Agency. Per the Health and Safety Code 34179, all individual successor agencies’ boards in Sonoma County were consolidated into a single oversight board on July 1, 2018. The Consolidated Oversight Board is composed of 7 appointed representatives of the County Board of Supervisors, County Superintendent of Education, Chancellor of the California Community Colleges, a city selection committee and the employee organization representing the largest number of successor agency employees in the county. The purpose of the board is to oversee and direct the Successor Agencies of the former redevelopment agencies in the process of dissolving the former redevelopment agencies in Sonoma County.

The Consolidated Oversight board has a fiduciary responsibility to the holders of enforceable obligations and the taxing entities that benefit from the distributions of property tax and other revenues (Health and Safety Code (Health and Safety Code § 34179(i)).

Description

The Sonoma County Community Redevelopment Agency, along with all other 400 redevelopment agencies in California, was dissolved on February 1, 2012 by the action of the State Legislature as confirmed by a decision of the California Supreme Court. 

To facilitate the wind-down process, the State of California required the establishment of successor agencies to the redevelopment agencies to manage redevelopment projects currently underway, make payments on enforceable obligations, and dispose of redevelopment assets and properties. State law mandated that redevelopment agencies’ non-housing funds and assets be transferred to a successor agency, and housing assets and functions be transferred to a successor housing agency. 

The County of Sonoma was designated as the Successor Agency to the Sonoma County Community Redevelopment Agency, and the Successor Agency is staffed and administered by the Sonoma County Community Development Commission. The Successor Agency is governed by the Oversight Board of the Successor Agency and the Board of the Successor Agency (consisting of the members of the Board of Supervisors). The Oversight Board oversees certain aspects of the fiscal management of former redevelopment agency assets.

Authority

The Sonoma County Successor Agency Oversight Board is established pursuant to language in AB1x26 which states, "Each successor Agency shall have an oversight board composed of seven members."
