Advises the Board of Supervisors that the current system wherein a civil Grand Jury is periodically empanelled is not suited to provide the type of independent review of law enforcement determined to be needed.  While the Grand Jury is composed of devoted volunteers who engage in many hours of work on behalf of the citizens of Sonoma County, the Grand Jury does not have the statutory authority, time, staffing or expertise to provide a system of independent law enforcement review, as well as the community engagement work thought to be a central element of an accountability body.

Recommends that the two offices be separated.  This change would result in the continuation of an elected Sheriff as specified in the Constitution of the State of California and the establishment  of a new Office of the Coroner or Medical Examiner, a non-elected position.
