These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Sonoma County Community Development Commission.

Request for Release of Funds

On or about August 1, 2020, the Sonoma County Community Development Commission will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investments Partnership Program funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, to undertake the Victory Studios and Apartments project located at 306 and 308 East Street in Healdsburg, California. The project includes interior rehabilitation, disability access, and energy efficiency upgrades to an existing low-income apartment complex. A proposed 375-square foot Navigation Center would be constructed and provide space for a counseling room and office space to support on-site residents. Proposed funding includes $250,000 from the HOME Investments Partnership Program and $250,000 non-HUD sources.

Finding of No Significant Impact

The Sonoma County Community Development Commission has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR).
