March 2, 2022 6 p.m. - TRUTH Act ICE Access Virtual Community Forum

County Seal 75The Transparent Review of Unjust Transfers and Holds (TRUTH) Act requires the County of Sonoma to hold an annual community forum if the Sheriff's Office provided the federal Immigration and Customs Enforcement (ICE) agency with any access to individuals for civil immigration enforcement purposes during the prior calendar year. Members of the community are encouraged to participate remotely and receive data and provide comment to the Board of Supervisors and Sheriff. The event will be accessible in English and Spanish on Zoom.

December 7, 2021 – Sonoma County Mulit-Jurisdiction Hazard Mitigation Plan (SCMJHMP)

County Seal 75The Board of Supervisors will consider adoption of the 2021 Sonoma County Multi-Jurisdictional Hazard Mitigation Plan as an update to the 2016 Sonoma County Hazard Mitigation Plan. The federal Disaster Management Act of 2000 requires state and local governments to develop, and regularly update, hazard mitigation plans to meet federal and state hazard planning requirements and as a condition for disaster grant assistance. For this update, Sonoma County partnered with local incorporated city governments and special districts within the County to prepare the 2021 Sonoma County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP). The MJHMP includes a risk and vulnerability assessment of natural hazards within the County, establishes mitigation priorities and actions for risk reduction, and presents a five-year implementation and maintenance plan. The plan complies with federal and state requirements to establish eligibility for funding under FEMA grant programs for all planning partners. Sonoma County’s ability to apply for and receive future funding from FEMA is dependent on having a current, approved Hazard Mitigation Plan in place, and the County's current plan expires in April 2022.

December 14, 2021 at 1:45 PM – ORD21-0003 Zoning Code Update

County Seal 75The Board of Supervisors will consider adoption of a Zoning Code update to allow working from home and restaurant take-out without additional permitting requirements. An urgency ordinance approved in July of 2020 temporarily suspended permitting requirements for home occupations and restaurant take-out to comply with COVID19 shelter-in-place orders and social distancing requirements. The proposed update to the Zoning Code would make these changes permanent.

September 28, 2021 – Special Events Permitting Reform

The Special Event Permitting Reform Workshop provides an opportunity for staff to update the Board of Supervisors and receive direction regarding a proposal to improve special events permitting. This workshop also serves as a forum for additional public input on the goals of the project.

The proposed operation will be closed to the public. The project site is currently operating under the Penalty Relief Program.

September 14, 2021 – Zoning Code Modernization Phase 3 - Update to the Accessory Dwelling Unit and Junior Accessory Dwelling Unite Ordinances

County Seal 75The Board of Supervisors will consider adoption of an updated Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU) ordinance, and related Zoning Code changes, to bring County regulations into compliance with state law. The State legislature recently enacted changes to the law, effective January 01, 2020, to reduce local zoning barriers to ADU development in response to the housing affordability crisis. The changes nullified the County’s ADU and JADU regulations, and Permit Sonoma has since been reviewing and processing ADU and JADU permits using only the standards in state law. The proposed ordinance will codify mandatory state standards for ADUs and JADUs, and allow the County to re-implement certain provisions of its nullified regulations..

May 25, 2021 – Local Coastal Plan Update Workshop

County Seal 75Permit Sonoma will report on public outreach workshops and Local Coastal Plan policy development that has taken place since the November 10, 2020 Board of Supervisors public workshop. Specific topics include climate change adaptation, housing, wildfire mitigation and resiliency, mapping of environmentally sensitive habitat areas, pesticide regulation, and short term (“vacation”) rentals. This workshop will allow Permit Sonoma to receive direction from the Board and provide an additional opportunity for public input on development of the Local Coastal Plan.

May 18, 2021 - Tree Ordinance Workshop

County Seal 75Under the direction of the Board of Supervisors, Permit Sonoma will evaluate and update tree regulations to implement natural resource policies of the General Plan. This preliminary workshop will include a discussion of current zoning code regulations and General Plan policies, and seek direction on potential approaches to achieve the County’s natural resource goals regarding tree protections.

March 23, 2021 – Fire District Development Impact Fees

County Seal 75The Board of Supervisors will hold a public hearing to consider the establishment and collection of Development Impact Fees for the Sonoma Valley and Sonoma County Fire Districts.

The Districts' Board of Directors have adopted resolutions requesting the County of Sonoma adopt an ordinance to establish development impact fees for their service areas. Fire Protection Districts do not possess the authority under Government Code § 66000, known as the Mitigation Fee Act (Fee Act) to impose these fees on their own and must coordinate with either a county or city entity with land-use authority to establish these fees.

The agenda item recommends adoption of an Ordinance and approval of Services Agreements that will enable the County to collect development impact fees on behalf of the Fire Districts to fund critical facilities, apparatus, and equipment needs that will arise with new development in their service areas.

March 23, 2021 – User Fees and Charges for Fiscal Year 2021-2022

County Seal 75On March 23, 2021, the County will hold its Consolidated Fee Hearing to adopt changes to user fees and charges for Fiscal Year 2020-21.

March 2, 2021 – Minor and Technical Revisions to the VESCO Ordinance to Establish a Registration Process for Low-Impact Vineyard Replanting

County Seal 75On March 2, 2021 the Board will consider minor and technical revisions to Chapters 36 and 11 of the Sonoma County Code, consistent with direction received by the Board at the December 8, 2020 public hearing.

January 26, 2021 – Sonoma Developmental Center Workshop

Permit Sonoma 075The Board of Supervisors will hear an update on the County's progress in developing a Sonoma Development Center Specific Plan (Plan). Sonoma Developmental Center (SDC) was a nationally-recognized institution in the heart of Sonoma Valley. The SDC provided services to persons with developmental disabilities for over 120 years. In 2018 the State of California officially closed the facility and relocated clients to smaller, community-based care facilities. At 945 acres, the Specific Plan Area includes a large historic campus, agricultural lands to the east, and vast ecological and open space resources.

The State of California owns the SDC site and forged a unique partnership with Sonoma County through a 2019 agreement and state legislation (Government Code section 14670.10.5) that secured funding and allows the County, community and stakeholders to develop a plan to guide future uses and development of the site. Sonoma County is now undertaking a unique community engagement process to identify a vision and a set of guiding principles for SDC that will consider land uses, transportation, economic viability, historic preservation, and conservation of the site's important natural resources.

December 8, 2020 – Minor and Technical Revisions to the VESCO Ordinance

November 10, 2020 – Local Coastal Plan Workshop

County Seal 75The Local Coastal Plan Update workshop will provide an opportunity for staff to update the public and the Board of Supervisors on the status of and receive direction on an update of the SonomaCounty Local Coastal Plan including an overview of the 2019 Public Review Draft Local Coastal Plan, a summary of public and agency input to date, and a forum for additional input.

October 6, 2020 – Summary of Community Input Regarding Allocation of PG&E Settlement Funds

County Seal 75On October 6, 2020, the Board, in its capacity as the Board of Supervisors, the Board of Directors of the Sonoma Water Agency, Ag + Open Space District, Sonoma Valley County Sanitation District, and the Commissioners of the Community Development Commission, will receive a summary of community input regarding allocation of PG&E settlement funds related to the 2017 Sonoma Complex Fires. The Board will also consider allocation of the PG&E settlement funds into general expenditure categories.

August 18, 2020 – Building Code Amendments for Emergency Housing

This action is to amend Chapter 7 of the Sonoma County Code (SCC) to effect changes to the California Code of Regulations, Title 24, Part 2, California Building Code, Appendix O, Emergency Housing and to the California Code of Regulations, Title 24, Part 2.5, California Residential Code, Appendix X, Emergency Housing which governs the design, construction and the maintenance of emergency housing. The intent is to make minor changes to standards that provide for the health and safety of emergency housing and shelter while providing the jurisdiction with more flexible standards than provided by the California Code of Regulations.

August 11, 2020 – PG&E Settlement Funds Preliminary Discussion

County Seal 75Discussion of the allocation of settlement funds by your Board (in its capacity as the Board of Supervisors, as well as the Board of Directors of the Water Agency, Open Space District, Sonoma Valley Sanitation District and the Commissioners of the Community Development Commission), this item provides background information on both the fiscal impact and damages that the Sonoma entities incurred from the 2017 Fires.

This item also provides a starting point for discussion of allocation of the settlement funds and includes a review of the Recovery and Resiliency Framework that was approved by your Board in 2018, in direct response to the 2017 Sonoma Complex Fires.

August 4, 2020 – Chapter 13 Fire Safe Standards

Chapter 13 governs standards for fire safety evaluations of existing roads serving legal parcels in accordance with the California Department of Forestry and Fire Protection’s (Board of Forestry) regulations, California Code of Regulations, Title 14, Chapter 7, Articles 1-5.

June 10, 2020 – Budget Action, Fiscal Year 2020-21

County Seal 75The County of Sonoma released its 2020-21 recommended budget totaling $1.9 billion in expenditure appropriations on May 15, 2020. The Sonoma County Board of Supervisors will review the recommended baseline budget starting on June 10th, hold budget workshops in August, and adopt a final budget in September.

Utilization of the two-step process, which pushes the adoption of the final budget to September enables the County to respond to anticipated budgetary impacts associated with the Coronavirus emergency.

June 9, 2020 – Amended and Restated Solid Waste Collection Franchise Agreement

The following items to be considered include a 1.8% rate adjustment, replacement of the advance payment discount with a low-income discount program, expansion of street sweeping and litter collection services, service zone consolidation to decrease rate disparities between zones; and other provisions as can be found in the documents provide.

May 19, 2020 at 2:00 P.M. – TRV Corp Cannabis Operation

Permit Sonoma 075Use Permit for commercial cannabis cultivation in a new 14,000 square foot greenhouse with 10,000 square feet of mixed light cultivation, 2,500 square feet of indoor propagation, and on-site processing of site-grown plants on a 1 acre leased portion on a 7.6 acre parcel under the pipeline provision (Ordinance No. 6245 adopted 10/16/2018), which allows applications deemed complete prior to the effective date of the ordinance to continue to be processed under the minimum lot size in effect at the time their applications were deemed complete (UPC17-0018).

April 21, 2020 – Fire Prevention and Hazard Abatement Ordinance Updates

County Seal 75The Board of Supervisors will amendments to Chapter 13A of the Sonoma County Code. The intent is to provide clarity and updated requirements for compliance with Chapter 13A of the Sonoma County Code. It would amend Section 13A-1 by removing a limitation to improved and unimproved parcels zoned for five acres or less to apply to all improved and unimproved parcels in the unincorporated area. Chapter 13 A requirements focus on creating defensible space around structures from 0 to 100 feet and near structures within 30 feet of property lines, and ensuring reduced vegetation along private roads.

March 24, 2020 – Hearing on User Fees and Charges Adjustments for Fiscal Year 2020-2021

County Seal 75The annual hearing on proposed adjustments to user fees and charges for Fiscal Year 2020-21 will occur on March 24, 2020. The following departments are proposing changes to their fees: The Auditor-Controller-Treasurer-Tax Collector; the Clerk-Recorder-Assessor’s Office; the County Administrator’s Office (Jail Booking Fee); the Department of Health Services; the Sheriff’s Office; and the Department of Transportation and Public Works (Airport fees).

Sonoma County Wildfire Prevention, Emergency Alert and Response Measure

County Seal 75(1)The Board of Supervisors will introduce an Ordinance, entitled the “ Sonoma County Wildfire Prevention, Emergency Alert and Response Measure” imposing a countywide ½-cent special Transactions and Use Tax (Sales Tax) until repealed by the voters of Sonoma County, pursuant to the authority granted by Revenue and Taxation Code Section 7285.5.  The ordinance if adopted, will be placed on the Ballot at the March 3, 2020 election, and will become effective if it is approved by two-thirds of (2/3) of the voters voting on the measure.

September 17, 2019, Accessory Dwelling Unit Code Changes (Continued from August 13, 2019)

Permit Sonoma 075The Board of Supervisors will consider Ordinance amending Sonoma County Code § 26-88-060 (accessory dwelling units) and amending the Official Zoning Database to remove the “Z” Accessory Dwelling Unit Exclusion Combining District from specified parcels in the LIA, LEA, and DA zoning districts.

Details: On April 11, 2019, the City Selection Committee will make recommendations for the Metropolitan Transportation Commission, the Airport Land Use Commission, the Local Area Formation Commission, and the Association of Bay Area Government Metropolitan Transportation Commission’s Legislative Working Group. The Meeting will be held at 6:00 P.M. at Hotel Petaluma, 205 Kentucky Street, Petaluma, CA 94952.

Contracting Principles Letter from the Safety Net Departments to Community Based Organizations

On April 2, 2019, the Department Heads responsible for overseeing Sonoma County’s safety net programs brought a set of contracting principles before the Board of Supervisors. The purpose of these principles is to reaffirm the County’s commitment to conducting fair, open, and competitive procurements for key safety net programs.

Safe Drug and Sharps Disposal Ordinance

Housing Initiatives

Permit Sonoma staff will bring a set of housing initiatives before the Planning Commission and the Board of Supervisors for consideration.

These code changes will facilitate and encourage the development of accessory dwelling units, residential units in mixed-use projects, and single-room occupancy projects. This, the first in a series of initiatives, is intended to provide more opportunities and better certainty to housing developers in order to reduce risk and increase investment in order to meet the County's ambitious housing production goals.

On December 12, 2017, the Sonoma County Board of Supervisors will conduct a hearing to consider relocating the provisions governing vineyard and orchard development and agricultural grading and drainage from Chapter 11 of the County Code to its own Chapter 36 of the County Code.

On September 26th, 2017, the Sonoma County Board of Supervisors will consider the recommended 2018-19 paving program for unincorporated County roads. The work is primarily funded with discretionary local dollars, and some funds from the new State Gas Tax. In total, the work includes 81.8 miles of roads.

In April 2017, the Board created the new Committee to represent the best interests of the entire community in a non-partisan manner, and to help improve communication between the County and local residents on pension issues.
