Proposal: Request for a Use Permit Modification to add up to 20 agricultural promotional events plus seven industry-wide event days per year to a previously approved 208-acre winery site.  The proposal is for 4 events of 100 to 175 people, 6 events of 50 to 100 people, and 10 events for 25 to 50 people. Events will include catered sit-down meals featuring locally produced foods and wine pairings.  Foods will be prepared in a proposed commercial kitchen.  Proposed events will occur on weekdays and weekends from 5:00 PM to 9:00 PM with clean-up concluding by 10:00 PM. Events with fewer than 50 people may have live, but not amplified, music.  Larger events may have amplified music, which would conclude by 9:00 PM.

Proposal: Appeal of staff’s administrative approval of a Conditional Use Permit modification authorizing a new 26,802 square foot hunting clubhouse, a 1.5 acre fly casting pond, and an 85 foot tall sporting clay shooting tower and related facilities on 978.5 acres utilized as a hay farm and hunting club.  The project includes a proposed lot line adjustment between the 825.6 acre hay farm/hunting club property (Lot A) under a non-prime land conservation contract and an associated 152.9 acre parcel (Lot B) containing levees, riparian wetland sloughs and adjoining hay land.  The Lot Line Adjustment is subject to Board of Supervisors approval due to the Land Conservation Act contract. The proposal is to remove 89 acres of land for the clubhouse from the contract and add 89 acres of the levee and wetland slough parcel to the reconfigured 825.6 acre contract parcel.

You may also hand-deliver comments and presentations to the above address. Materials related to an item on this Agenda submitted to the Planning Commission after distribution of the Agenda packet are available for public inspection at the above address. Office hours are 8:00 a.m. to 4:00 p.m. on Monday and Tuesday, 10:30 a.m. to 4:00 p.m. on Wednesday, and 8:00 a.m. to 4:00 p.m. on Thursday and Friday.

Public Hearings are conducted at the time stated on the agenda, or after the stated time if another item takes longer. County staff will first give a brief report, followed by the applicant’s presentation not to exceed 10 minutes.

If you wish to speak on an item which appears on this agenda, please fill out a speaker card and drop it in the box near the staff table. You will be called by the Chair in the order received. The meetings are recorded and all testimony must be given through the microphone or submitted in writing. Please state your name and address upon approaching the microphone. Each person may speak only once and is usually granted 3 minutes. Time limits are at the discretion of the Chair. Questions raised by the public are to be directed to the Commission. At the end of the hearing, the Commission may ask staff or the applicant to respond to any questions raised during the hearing.

Please be respectful of the speakers and the varying points of view. No clapping, booing, or speaking out of turn. At the end of the hearing, the applicant will be given an opportunity to respond to the comments received. The Chair will close the public hearing and once the hearing is closed, no further public comments can be received. The Commission will then discuss the issues and make a decision by motion and roll call vote.

State your name and address for the record before making your presentation. All hearings are taped.
